Depends where you're staying, and where you want to go, and how often. If you stay on the Costera, and want to stay mainly in that area, just take taxis and the bus. If you're in Diamante or the Las Brisas area a car is best to go anywhere.
It depends on what you're looking to do. You can spend a little on a budget hotel and more local foods. Or go full luxury like I'm doing this trip. I'm here for 4 nights in a Penthouse with a private pool, overlooking the bay and ocean, eating at nice restaurants in Diamante, so I'll spend maybe $700 USD total.
Muslim, so no pork..chicken only. Enjoy. Try the grilled Red Snapper and caldo de res. Try aqua de Jaimaca.Paletas de morro. Chicken tamales, but not made with lard. I was taught to make my own.

Fairly safe, the Costera seemed a little sketchy sometimes, just be aware of your surroundings. I've heard of shootings in the area, so be careful
