What do you think about the fact that violent crime occurs at 4-5 times the rate per 100,000 population in Gaffney than compared to Williamston. Is it possible that the practices of the law enforcement contributes to the reduced crime?
Because of the amazing professionalism shown by Captain Marci in this video, my wife and I spent three days in Williamston on our cross country Harley trip from North Dakota over the east coast. It was totally worth it. Almost everyone we interacted with was just as wonderful, welcoming, and full of open arm hospitality as these officers were. And he’s right: the restaurants in town are FANTASTIC. If you’re in the area, it’s more than worth a stop.
The captain’s interpersonal skills are on point. He made contact with a suspicious person, ascertained information without asking any intrusive questions. Smooth
I was going to mention something similar. The video tries to say the two officers had different intent. I disagree, same intent of finding out what the guy's doing and who he is, just handled in very different ways.
The only thing he could have done to be even smoother would be to offer the auditor a tour of the station to show absolute transparency then ask him to sign in on the fire register ;) He was an absolute gentleman.
The great part is the captain wasn't simply "being nice". He acquired information, got backup, same as the sheriff did, only far more effectively, all while being the better human being.
Well said, it's hugely important to note that cordial policing doesn't come at the expense of good policing. Both did the exact same thing, with the same outcome, in hugely different ways.

This is what we learn in negotiation. Ask closed questions if you can "help" and let the person give you what information he wants. Then if there is something to negotiate ask how the two can help each other. He had nothing to negotiate since the auditor quickly thanked the Sheriff for his professionalism.
I think the Captain was able to see everything he wanted to know without being intrusive or unprofessional because he was intelligent and well trained.
Yes it was clear to me the 1st cops *were* doing an investigation but chose to honor "innocent until proven guilty", and on their own without dragging the citizen into something unfair, concluded independently all was kosher. Then graciously welcomed him to town to make the trip outside worth the effort and reverse any accidental and unspoken insult the citizen may have developed. High EQ.
I think the captain is experienced enough to know someone who is wanted for a crime is not going to linger outside a police station drawing attention to himself. And I'm sure he's had experience with these kinds of people before, filming public property and buildings etc and being very observant of their rights. Plus, being on camera, it benefits the captain to act cordial the way he did
@Michael Garcia......you bring up a great point that is often overlooked. People who are out filming, particularly at police stations, are extremely unlikely to be "wanted criminals". It highlights the fact that these cops are being dishonest.

Call them up, man. Let them know that people appreciate them for being good cops. Lots of people let bad cops know that they suck, but there aren't enough people encouraging this kind of professionalism and citizen focused policing. We owe it to ourselves to encourage this stuff.
Agreed. The Williamston captain probably has a better relationship with the community. Its the classic, "I want people to respect ME and not fear the Gun/Badge".
iarocks44 In a world where we are quick to judge everyone’s mistakes and bad character/worse behaviour (and rightfully so), we should also be willing to acknowledge when someone does the right thing. He may not be doing this for the recognition, but it still doesn’t hurt to show appreciation of someone living up to what we expect of our public servants.
@Dev De Silva You realize that "serve" doesn't mean "do whatever you say", right? If an officer sees you doing something suspicious, he has every legal right to ask for your ID. You have no legal right to say no. The ONLY reason the officer asking for ID let him go, was because he didn't inform the guy he was being detained and realized the guy filming was an idiot anyway and a waste of time. And the ONLY reason the other officer who didn't ask for ID didn't ask for it, was because he knew ahead of time what type of idiot he was dealing with, and knew that it would just be a waste of his time.
@@mattvmalone cops usually set the tone for the encounter. If they automatically assume you're guilty of something without any proof then they'll more likely to treat you like a criminal.

I had to laugh at the sheriff saying he doesn't know if the auditor is wanted. Because yeah, most wanted criminals just hang around the parking lot of a sheriff's office. And in addition be totally calm, cool, and collected. Big props to this auditor.

That comment from the sheriff is so typical of the attitude that fuels the public's discontentment with LEOs. "You must ID yourself to me because I don't know that you're not wanted."
I think a call from everyone here to Williamson to congratulate Captain Marci for his professionalism. That is how law enforcement should treat the citizens.

That Captain is just wholesome, wanting to really sell his town as a great place to visit and help the local businesses get a new customer. His interaction just made me smile.
I love how he ended the conversation with the Capt with a thank you for your service. He recognized well intended police that maintained good intentions through a difficult job and thanked them. Awesome auditor.
No, it really shouldn't be. Police should be trained to do their jobs. People complain that police are out to get everyone then when a shooting happens people say "Why didn't the police do anything about it? There were red flags!" Sure, we have our rights, but at the same time, people legally do suspicious things and sometimes they need to be checked out. These auditors do things that aren't normal and waste people's time for no reason. Do they have no real job or hobbies? Family? It's one thing if someone is giving you trouble but when you're out looking for trouble it's a different story. Why bother police if you supposedly don't want them bothering you? The channel is just as bad for taking sides with the cop that perhaps didn't do enough if this person turned out to be something different. Being cool and likeable isn't his job. Policing and keeping order is. People need to respect that.
At least the tucson police are better than the sheriff's of turning the completely suck and are dick and they like to harass people they stop with out doing things properly
This is my favorite auditing video ever. Growing up, you are raised with the notion that all police are just like this captain. Like Andy From Mayberry. Then you learn the true nature of police. This captain gives me hope that some day, police will be like this again. Public servants and peacekeepers.
Yeah. Thats the thing, even if a police officer messes up they need to learn what they did wrong and take full responsiblility. Tbh I dont know how these guys don't know the law. Captain Marcy makes me want to visit his town. Holy shit, he even offered to help him get pics with the town's monuments and buildings! What a refreshing interaction, and it's excellence was highlighted and really able to stand out when contrasted with the other interaction.
@@nat3llite Yes, he's a high quality man with a terrific set of morals. That makes him the best type of person to be given authority. He's there to protect and serve, not flaunt his authority and bully. If more people like him were chosen to be police officers, instead of the ones who let the power go straight to their heads; then communities wouldn't have such a problem with the officers assigned to protect them. We have too many officers on a power trip, and that's dangerous for both the officers and the community. How can you expect the community members to trust you if you're walking around with a Punisher logo on your uniform or police cruiser? Officers like that create more problems then they solve, because they assume everyone to be guilty of "something", even though you're supposed to be considered innocent until proven guilty. That's why we so desperately need more officers like Captain Marcy in leadership and patrol positions.
That Captain deserves a recognition, a raise, and a dang medal. If every town had a few of him, lawsuits against police would drop to nothing overnight.
I hope their dept. was flooded with appreciative comments. Too often we see the bad and it's much easier to be outraged into sending a message, but there should be positive reinforcement for the handful of good officers out there.
Unelected officials are just as likely to be bad apples as any elected official. In my experience, elected sheriffs (the individuals, not necessarily their deputies) tend to think more about being personable than cops who are just city/state employees (for electoral reasons). If sheriffs are jerks, it's probably because their communities elect them for being "tough". In a way, such sheriffs are doing exactly what they were elected to do - good or bad.
He is still accomplishing the same thing as the first sheriff, but he is arguably much more effective. He seems aware of police auditors and the backlash when the encounter goes wrong. And if this really is an anarchist, then he is much more likely to see his true colors by playing cool instead of being confrontational.
Moboots Gaming i like how there is an assumption that officers are not like the captain. These videos blow out of proportion of the majority of law enforcement. Usually they have done nothing wrong and the person got in trouble and therefore has a reaction that they were wronged. Point is most cops are good people and want the best, but must remain on alert because when they put a badge on, they are essentially putting a target on. Whether or not you like their attitude, they are still in a position to keep order and civilians should respect that.

So when bad things happen, those cops don't need to be on the defensive as if everyone is out to get them. It also means they can make honest mistakes and as long as they make honest attempts to make things right, they don't have to worry about people turning against them.
When I was a kid I looked at cops like I did knights of legend where they try their best to protect their people but do what they had to do. Now, it's a strong disconnect where police and the knights I love is vastly different. Seriously, the stigma is so strong that the rest of the world is literally laughing at us for it and sadly I agree.

Policing is a vital service throughout the western world, it has just all too often been corrupted. I am all for decrying police over-reach, and police reform. To react to an ideal example of a good police interaction and ask those officers to switch careers is so counterproductive to what we should hope for. All to often good police are sidelined and forced out by the culture in modern police communities. We should be lauding and supporting those who are acting appropriately or else we are only left with those who abuse their power. Police reform can only prosper when those who abuse their power are censured and those who uphold their duty are supported. One without the other will lead to no progress being made.
Even after 100 videos, this one is still my all time favorite. The two audits were masterfully chosen because they perfectly contrast a good and a bad approach from the police. I was so impressed by Captain Marci’s attitude; I don’t think I’ve ever seen a cop be this friendly and welcoming to a total stranger. Giving him an A+ at the end was a very satisfying conclusion because it is so well deserved.

The girl was smerking at him way before didn't feel genuine at all but the other guy that came out was at least appeared genuine and didn't attack him.
He was experienced and wise enough to realise what was going on, by calmly assessing the situation, without the need for compensating for fear or insecurities. Professional

"Sheriff Mueller's intention is to determine whether or not a crime is being committed..." They BOTH were trying to determine that. Captain Marsee was just smarter and more polite, and better versed on the law.
Overall, yes, I think the captain did better. However, this review is way too one sided. In the sheriff's case, there was a prison next door. And if you are worried someone might commit a crime, having them not there at all is better than having them stick around, but getting a good visual on them so you can recognize them probably suffices fine, so admittedly this is a weak point. And better versed on the law is a stretch as the sheriff never did anything he wasn't allowed to. And how police handle situations involving people that go out of their way to get reactions out of police is not necessarily representative of how they deal with people in more normal situations. I agree with the captain getting an A+. But giving the sheriff a C- is a bit harsh. I'd give him a C+ or B-.
If it isn't the classical "intelligent" comment of the man that reads between the lines and sees it for what it is. Followed by the typical equalizer in all caps of course. Yeah sure, they did the same thing in a different manner right? Only the captain did it for a few seconds (if that) and the sheriff never really stopped doing it. It is not outside the realm of possibility to assume that a law enforcement officer will not be interested in bothering lawful citizens, sometimes it can happen, like in the case of the captain.
That Captain was so nice. I know he was probably also out there to assess what was going on, but he was so polite. Going as far as to talk up his town and the restaurants in town. I really appreciate that mans attitude.
That's the difference though. That cop can have any motive he wants, either to investigate or simply just to be a nice guy. But even if that captain was doing an investigation, he didn't overstep his bounds. That's the most important part. Him being extremely friendly and welcoming is just the icing on the cake, and really showcases his personality. You can clearly tell that the captain is an ambassador for his town, and just an all around great guy. And here the thing, with him being nice, the auditor gave him his name. It goes to show that when police protect and serve the proper way, they can still get the information they want, without instilling fear and hatred into the people they are supposed to protect. That captain deserves his title.

The Captain is a great example of how to police properly. Non accusatory, calm and polite. He found out the situation, knew the man’s rights and proceeded to offer help in taking pictures. If all cops had his training folks in the streets wouldn’t be harassed, beat, arrested needlessly, or worse. Sure is nice to see law enforcement officers serving the people. Hats off to these two men, a restaurant review to boot.
I have to disagree with one thing: The Captain DID check out what was going on. He has read body-language, speachpattern and the total behavior of the person he was interested in. A good officer with years of experience can "identify" a person just by that. Not the name, but the intention. By being nice, friendly and helpful, he possibly got more information out of "the suspect" than most kind of intimidation would have gotten him.
I am positive. He read the person in front of him, and supported with his friendly, casual art, the way he was asking questions, his body-language, micro-expressions, reactions.... I have a feeling as if the captain knew exactly what was going on. No, I am CONVINCED... Maybe not on a concious level, maybe.... But years of experience properly used are just irreplaceable.

This video should be used as a training tool, for officers. The differences in the Captains' approaches are vastly different. I applaud the Williamston Chief, for being patient, kind, and understanding to the auditor.

The constitution and the men who wrote it did not say your God given rights, rights of a human being, are only protected when you are acting normal. Those rights are not granted to you by the police or the government, those entities were CREATED to protect those rights. 3. Those government vehicles, as in “owned by the government” are owned by the people. The government of the United States, in case you missed it in civics class, is a government of the people, by the people, and for the people. The cars belong to you and me. I have a right to look in them. And if they can be seen with my eyes, in a public place, I have the right to record them. The police can be concerned all they want, I don’t care. It’s my right and yours. If you choose not to exercise yours, that’s on you. They are paid a salary for their service, and no one is making them work as a police officer, or more properly, a law enforcement officer. If they are not up to the intestinal fortitude it takes to wear the badge, there is plenty of work elsewhere.

Make no mistake Captain Marcy went to see if a crime was being committed, but he is wise enough to know how not to escalate a situation. Criminals will get squirrelly when a police officer talks to them, even without escalating the situation. Non criminals won't get squirrelly. This shows the difference between a cop that is secure in his authority and one that has to prove his authority (bully mentality)
I know what you mean but you're incorrect in assuming only a non-criminal (Whatever that means lol) won't get nervous. People get nervous BECAUSE things can happen to them even when they haven't done anything wrong. This channel and many others highlight this.
Obviously he was doing the same thing as the sheriff. However it’s all about a non-combatant approach. He didn’t need intimidating tactics to achieve his goals. That’s how police should behave.

I remember both of these audits, and I remember how blown away I was with Captain Marcy's friendliness and welcoming interaction with a member of the public. A++ to the Captain, as I'm sure his officers are well-trained and uphold their oaths more so than other police departments.
‘Sheriff’ Mueller is so different than Captain Marcy. The difference between a confident servant’s heart and an insecure suspicious heart. LEOs need to respect human dignity and not see citizen’s exercising their first amendment rights as suspicious.

I know a cop can lie and say that the person fits a description and if proven wrong he can be held liable for unlawful detection right. there are states that allow stop and ID and the state where he is isn't a stop and ID state so wrong all the way around.

You seem to think we don't need law enforcement or laws. I know it's annoying to criminals to have to be held accountable for their actions but I assure you that's not how normal people feel about it. Respect the police. They're working-class citizens of whom most got into the job to protect others. They risk their lives every day so you can sleep soundly.

Cops can assume anything they please so long as they don't violate the rights of a citizen or commit a crime themselves, and they did neither in this video. Personally, I think they'd get a grade of "B" in the video... due to the slightly argumentative tone they took... But don't conflate your right not to answer questions with the cops not being allowed to ask them.

The officer doesnt need to tell you you are committing a crime, they just need to state probable cause that you might. The response “but its not a crime” is an innacurate response. Its better to ask is there probable cause why you are approaching me?

Depending on the size of the city, that might have been the only thing the Captain had to do that week. In small towns with low crime rates, it must get pretty quiet around there.

My thinking exactly. I think that audits like these provide a useful public service as an information resource for distant workers and families looking to relocate into new areas of the country which are unfamiliar to them. The law enforcement officers present in Gaffney clearly possess an "us vs. them" mentality, which is very revealing, and it all starts at the top. Horrible PR.
Don't be confused, captain Marcy is doing the same job as sheriff Mueller.... he's giving positive deterrence. Hes understanding the persons intwmt and getting a feel for his personality and intentions. He brought another officer with him for backup That's AMAZING police work. Well done. The sheriff is doing the same job, hes just not being as tactile or patient.
That's what I was thinking too. He just went with a much better approach to it. They were watching him on camera to be sure he wasn't doing anything illegal too while he was on the property.
The captain was a great example of how the police should treat people. Hence the phrase Protect and Serve. The police forgot that they were supposed to help people and they should be setting the example. The problem is that there are only a few GOOD apples out there and video is now showing us the proof. David Brock - ageeed , I spent a summer at Myrtle Beach in the early 90’s and form what I can remember, the PD there were very polite. It’s a shame that some officers forget they ‘serve’ the community and try to ‘protect’ property instead 👍. All the best and be safe!
The Captain was equally ascertaining a potential threat, just like the Sheriff was. The Captain just did it in a very constructive and friendly manner. People skills and smooth tactics, but to the same end goal.
That's honestly the most productive way to conduct that type of situation. Not only does it have a positive effect on your community by displaying the department in a positive light, it allows you to accurately gauge the person. A person with ill intent filming as Mr. Gear did would most likely be immediately defensive even if approached in a friendly manner. On the other hand, most people will be immediately defensive if they are approached and asked to identify themselves almost right away, even if they had no ill intent. Some of people might even give their first name and tell a bit about themselves if it comes across as a casual conversation rather than an investigation.
That's how retail trains it's employees too. It's common sense, smart and polite. If you suspect a customer is about to shoplift, go ask that customer if they need any help. A thief now knows they're being watched, and any misidentified shoplifters just see a helpful employee.
Captain Marcy is one of the few good men, he deserves a 10/10. His behaviour and professionalism was absolutely spot on, what a lovely man. Much respect to him!
When I was just married, I spoke to an Idaho State Police officer about joining the ISP. He told me that if I joined, I needed to make sure that I kept friends and built friendships outside of law enforcement. He said that all too often cops only have police friends, and that creates an "us verses them" mentality. I believe many police officers should follow that advice -- keep and maintain friends outside of law enforcement.

@@infra_r3d133 that's just theoretical talk. real life is much more different. Usually, low-rank police officers are much more likely to be well behaved as they are still not yet corrupted yet. I say this as I am from a family of police officers myself.
The massive difference in both scenarios: one cop used "Innocent until proven guilty" which resulted into a wholesome friendly handshake everyone had a good day. other one used "Guilty until proven innocent" which escalated into an argumentative scenario, making 5 cops stand in position unnecessarily, failing to obtain the information that they requested and losing the argument by a simple question in front of all other officers.
This is the fifth time I have watched it. Sometimes, when I am feeling a bit down, I watch it again and skip through the Gaffney parts just to watch the beautiful interaction from Captain Marsee. I love the fact that Captain Marsee is the training manager for the Williamston Police Department; it gives hope that future officers may produce the same courteous demeanor and professional approach to the public as he demonstrates here.
That officer in Williamston is by far the most professional I've ever seen. Even in small town communities it's rare to find such well-educated and well-mannered officers even going as far as saying the officers would help him get pictures of the statues or monuments if he wanted. Truly an amazing captain and I hope they keep him there and train others to be as civilized as him.
I looked him up after watching this and he was named Officer of the Year for 2020 :') and he is also apparently a training manager, which is fantastic. We need more like him. Would love to live in any town with police like him who treat people with respect and make their community a welcoming place. And if every police department had people like him in leadership roles we'd live in a much nicer and safer society, at least as far as police interactions go
Captain - Can we help you at all? - That's the behavior of a public servant and one that knows how to not let an ego get in the way of being a respectable person. Sheriff - What are you doing illegally? - The mindset of someone who has to get reelected all the time and is trying to bump up his arrest numbers.
Have to somewhat disagree on that. The captain's approach was better. Without a doubt. But the sherrif wasn't "trying to bump up his arrest numbers". Both acomplished the same goal. The captain through asking questions unrelated to the actual activity "like the cars", determined what the man was doing. And thus determined no crime was being comitted. The sherrif was less tactful and just asked why the guy, who was next to a prison area, was out filming. I mean he's filming police cars and the surrounding jail area. You don't do that unless you are either: Very enthousiastic about police cars and jails or planning to break the law. He probably thought the latter was more likely and so he approached with a somewhat negative attitude. I think these people need something better to do than waste their and the police's time.
People say I hate cops because I criticize them so often. I don't hate cops, I just don't like cops that treat their community like they're all criminals, and or/violate citizens civil rights. The problem is that the ratio of cops in that category compared to those like the captain is so imbalenced. This creates an environment where the cops who uphold their oaths and faithfully serve are punished punitively when they try to correct their colleagues.
These sheriff’s deputies should be put on leave without pay for two weeks, all promotions rescinded, and they should go through the next rookie academy to be reminded of the limitations of their authority and their status as public servants whose authority begins when a law is broken. They are dangerous tyrants who have a warped perspective of their scope of authority. If these penalties were imposed a few times, word would spread quickly throughout the law enforcement community, and the quality of law enforcement and the respect of officers and deputies for the safety and privacy and rights of citizens would be greatly improved. They feel like they can do whatever they want, and this is dangerous to every person involved.

Be careful most TWIC facilities such as; industrial manufacturing plants and power plants are federally protected from filming due to the high level of security the facility is required to maintain by the federal government. TWIC is a security program that's part of the TSA and allows security clearance for industrial workers. An easy way to determine a TWIC facility is a port or dock. If the facility recieves ship access for loading or unloading material it is a TWIC facility. Do not film on any property owned by that facility such as parking lots or even the grass near it's fence lines, even the water near the dock is usually federally protected for a certain distance. You could very well be arrested for an actual crime. Have a great day!

What do you think about the fact that violent crime occurs at 4-5 times the rate per 100,000 population in Gaffney than compared to Williamston. Is it possible that the practices of the law enforcement contributes to the reduced crime?

Because of the amazing professionalism shown by Captain Marci in this video, my wife and I spent three days in Williamston on our cross country Harley trip from North Dakota over the east coast. It was totally worth it. Almost everyone we interacted with was just as wonderful, welcoming, and full of open arm hospitality as these officers were. And he’s right: the restaurants in town are FANTASTIC. If you’re in the area, it’s more than worth a stop.
Fun fact: He isn’t captain Marsee anymore, he’s Chief Marsee now. Dude deserves every bit of the respect that title is supposed to bring.

This is what we learn in negotiation. Ask closed questions if you can "help" and let the person give you what information he wants. Then if there is something to negotiate ask how the two can help each other. He had nothing to negotiate since the auditor quickly thanked the Sheriff for his professionalism.
Yeah he got way more information faster, more effectively, and kept the situation completely de-escalated the whole time
I think the Captain was able to see everything he wanted to know without being intrusive or unprofessional because he was intelligent and well trained.
Yes it was clear to me the 1st cops *were* doing an investigation but chose to honor "innocent until proven guilty", and on their own without dragging the citizen into something unfair, concluded independently all was kosher. Then graciously welcomed him to town to make the trip outside worth the effort and reverse any accidental and unspoken insult the citizen may have developed. High EQ.

I think the captain is experienced enough to know someone who is wanted for a crime is not going to linger outside a police station drawing attention to himself. And I'm sure he's had experience with these kinds of people before, filming public property and buildings etc and being very observant of their rights. Plus, being on camera, it benefits the captain to act cordial the way he did
@Michael Garcia......you bring up a great point that is often overlooked. People who are out filming, particularly at police stations, are extremely unlikely to be "wanted criminals". It highlights the fact that these cops are being dishonest.

Call them up, man. Let them know that people appreciate them for being good cops. Lots of people let bad cops know that they suck, but there aren't enough people encouraging this kind of professionalism and citizen focused policing. We owe it to ourselves to encourage this stuff.

He may not be doing this for the recognition, but it still doesn’t hurt to show appreciation of someone living up to what we expect of our public servants.

The ONLY reason the officer asking for ID let him go, was because he didn't inform the guy he was being detained and realized the guy filming was an idiot anyway and a waste of time. And the ONLY reason the other officer who didn't ask for ID didn't ask for it, was because he knew ahead of time what type of idiot he was dealing with, and knew that it would just be a waste of his time.

No, it really shouldn't be. Police should be trained to do their jobs. People complain that police are out to get everyone then when a shooting happens people say "Why didn't the police do anything about it? There were red flags!" Sure, we have our rights, but at the same time, people legally do suspicious things and sometimes they need to be checked out. These auditors do things that aren't normal and waste people's time for no reason. Do they have no real job or hobbies? Family? It's one thing if someone is giving you trouble but when you're out looking for trouble it's a different story. Why bother police if you supposedly don't want them bothering you? The channel is just as bad for taking sides with the cop that perhaps didn't do enough if this person turned out to be something different. Being cool and likeable isn't his job. Policing and keeping order is. People need to respect that.

This is my favorite auditing video ever. Growing up, you are raised with the notion that all police are just like this captain. Like Andy From Mayberry. Then you learn the true nature of police. I honestly don't know how you'd ever fix that outside of firing every police officer and starting from scratch because their superior bully mentality is so ingrained in their culture, the never "snitch" on a fellow officer mentality that creates criminals with badges is embedded so deep within the legacy of the police that you can't just train it out of them, or create new laws, procedures, policies, take away Donner o.f their toys etc, it's not going to work, a ducks going to quack, a dog's going to bark, and cops going to be a narcissistic psychopath that needs to use its authority as a constant weapon, it's their nature, if they're walking down the street they expect you to move for them. We need more of a social worker personality less soldier.

If more people like him were chosen to be police officers, instead of the ones who let the power go straight to their heads; then communities wouldn't have such a problem with the officers assigned to protect them.
We have too many officers on a power trip, and that's dangerous for both the officers and the community. How can you expect the community members to trust you if you're walking around with a Punisher logo on your uniform or police cruiser?
Officers like that create more problems then they solve, because they assume everyone to be guilty of "something", even though you're supposed to be considered innocent until proven guilty. That's why we so desperately need more officers like Captain Marcy in leadership and patrol positions.

Unelected officials are just as likely to be bad apples as any elected official. In my experience, elected sheriffs (the individuals, not necessarily their deputies) tend to think more about being personable than cops who are just city/state employees (for electoral reasons). If sheriffs are jerks, it's probably because their communities elect them for being "tough". In a way, such sheriffs are doing exactly what they were elected to do - good or bad.

Usually they have done nothing wrong and the person got in trouble and therefore has a reaction that they were wronged. Point is most cops are good people and want the best, but must remain on alert because when they put a badge on, they are essentially putting a target on. Whether or not you like their attitude, they are still in a position to keep order and civilians should respect that.

When I was a kid I looked at cops like I did knights of legend where they try their best to protect their people but do what they had to do. Now, it's a strong disconnect where police and the knights I love is vastly different.

Policing is a vital service throughout the western world, it has just all too often been corrupted. I am all for decrying police over-reach, and police reform. To react to an ideal example of a good police interaction and ask those officers to switch careers is so counterproductive to what we should hope for.
All to often good police are sidelined and forced out by the culture in modern police communities. We should be lauding and supporting those who are acting appropriately or else we are only left with those who abuse their power.
Police reform can only prosper when those who abuse their power are censured and those who uphold their duty are supported. One without the other will lead to no progress being made.
Even after 100 videos, this one is still my all time favorite. The two audits were masterfully chosen because they perfectly contrast a good and a bad approach from the police. I was so impressed by Captain Marci’s attitude; I don’t think I’ve ever seen a cop be this friendly and welcoming to a total stranger. Giving him an A+ at the end was a very satisfying conclusion because it is so well deserved.

They BOTH were trying to determine that. Captain Marsee was just smarter and more polite, and better versed on the law.
Overall, yes, I think the captain did better. However, this review is way too one sided. In the sheriff's case, there was a prison next door. And if you are worried someone might commit a crime, having them not there at all is better than having them stick around, but getting a good visual on them so you can recognize them probably suffices fine, so admittedly this is a weak point. And better versed on the law is a stretch as the sheriff never did anything he wasn't allowed to. And how police handle situations involving people that go out of their way to get reactions out of police is not necessarily representative of how they deal with people in more normal situations. I agree with the captain getting an A+. But giving the sheriff a C- is a bit harsh. I'd give him a C+ or B-.
If it isn't the classical "intelligent" comment of the man that reads between the lines and sees it for what it is. Followed by the typical equalizer in all caps of course. Yeah sure, they did the same thing in a different manner right? Only the captain did it for a few seconds (if that) and the sheriff never really stopped doing it.
It is not outside the realm of possibility to assume that a law enforcement officer will not be interested in bothering lawful citizens, sometimes it can happen, like in the case of the captain.

That Captain was so nice. I know he was probably also out there to assess what was going on, but he was so polite. Going as far as to talk up his town and the restaurants in town. I really appreciate that mans attitude.
That's the difference though. That cop can have any motive he wants, either to investigate or simply just to be a nice guy. But even if that captain was doing an investigation, he didn't overstep his bounds. That's the most important part. Him being extremely friendly and welcoming is just the icing on the cake, and really showcases his personality. You can clearly tell that the captain is an ambassador for his town, and just an all around great guy. And here the thing, with him being nice, the auditor gave him his name. It goes to show that when police protect and serve the proper way, they can still get the information they want, without instilling fear and hatred into the people they are supposed to protect. That captain deserves his title.
Captain Marcy is in outstanding officer, his department can be proud of him. Audit the Audit is one of the most compelling programs I have ever watched. Thank you Audi the Audit.

The Captain is a great example of how to police properly. Non accusatory, calm and polite. He found out the situation, knew the man’s rights and proceeded to offer help in taking pictures. If all cops had his training folks in the streets wouldn’t be harassed, beat, arrested needlessly, or worse. Sure is nice to see law enforcement officers serving the people. Hats off to these two men, a restaurant review to boot.
I have to disagree with one thing:
The Captain DID check out what was going on. He has read body-language, speachpattern and the total behavior of the person he was interested in.
A good officer with years of experience can "identify" a person just by that. Not the name, but the intention. By being nice, friendly and helpful, he possibly got more information out of "the suspect" than most kind of intimidation would have gotten him.

I have a right to look in them. And if they can be seen with my eyes, in a public place, I have the right to record them.
The police can be concerned all they want, I don’t care. It’s my right and yours. If you choose not to exercise yours, that’s on you. They are paid a salary for their service, and no one is making them work as a police officer, or more properly, a law enforcement officer. If they are not up to the intestinal fortitude it takes to wear the badge, there is plenty of work elsewhere.

Depending on the size of the city, that might have been the only thing the Captain had to do that week. In small towns with low crime rates, it must get pretty quiet around there.

My thinking exactly. I think that audits like these provide a useful public service as an information resource for distant workers and families looking to relocate into new areas of the country which are unfamiliar to them.
The law enforcement officers present in Gaffney clearly possess an "us vs. them" mentality, which is very revealing, and it all starts at the top. Horrible PR.

David Brock - ageeed , I spent a summer at Myrtle Beach in the early 90’s and form what I can remember, the PD there were very polite. It’s a shame that some officers forget they ‘serve’ the community and try to ‘protect’ property instead 👍. All the best and be safe!
The Captain was equally ascertaining a potential threat, just like the Sheriff was. The Captain just did it in a very constructive and friendly manner.

That's honestly the most productive way to conduct that type of situation. Not only does it have a positive effect on your community by displaying the department in a positive light, it allows you to accurately gauge the person. A person with ill intent filming as Mr. Gear did would most likely be immediately defensive even if approached in a friendly manner. On the other hand, most people will be immediately defensive if they are approached and asked to identify themselves almost right away, even if they had no ill intent. Some of people might even give their first name and tell a bit about themselves if it comes across as a casual conversation rather than an investigation.

When I was just married, I spoke to an Idaho State Police officer about joining the ISP. He told me that if I joined, I needed to make sure that I kept friends and built friendships outside of law enforcement. He said that all too often cops only have police friends, and that creates an "us verses them" mentality. I believe many police officers should follow that advice -- keep and maintain friends outside of law enforcement.
This is great, great advice. Huge props to that officer, wish more thought like this.

You say that, but good leadership normally starts at the top. Not all the time, of course, but you can see the quality of leadership by the quality of their subordinates.

I have only seen about 25 audit videos and this was the best auditor that I have seen yet. Anyone that plans to be an auditor should watch this video.
The massive difference in both scenarios:
one cop used "Innocent until proven guilty" which resulted into a wholesome friendly handshake everyone had a good day.
other one used "Guilty until proven innocent" which escalated into an argumentative scenario, making 5 cops stand in position unnecessarily, failing to obtain the information that they requested and losing the argument by a simple question in front of all other officers.
They have a gang mentality.

This is the fifth time I have watched it. Sometimes, when I am feeling a bit down, I watch it again and skip through the Gaffney parts just to watch the beautiful interaction from Captain Marsee. I love the fact that Captain Marsee is the training manager for the Williamston Police Department; it gives hope that future officers may produce the same courteous demeanor and professional approach to the public as he demonstrates here.
That officer in Williamston is by far the most professional I've ever seen. Even in small town communities it's rare to find such well-educated and well-mannered officers even going as far as saying the officers would help him get pictures of the statues or monuments if he wanted. Truly an amazing captain and I hope they keep him there and train others to be as civilized as him.
I looked him up after watching this and he was named Officer of the Year for 2020 :') and he is also apparently a training manager, which is fantastic. We need more like him. Would love to live in any town with police like him who treat people with respect and make their community a welcoming place. And if every police department had people like him in leadership roles we'd live in a much nicer and safer society, at least as far as police interactions go
Captain - Can we help you at all? - That's the behavior of a public servant and one that knows how to not let an ego get in the way of being a respectable person.
Sheriff - What are you doing illegally? - The mindset of someone who has to get reelected all the time and is trying to bump up his arrest numbers.

The captain's approach was better. Without a doubt. But the sherrif wasn't "trying to bump up his arrest numbers". Both acomplished the same goal. The captain through asking questions unrelated to the actual activity "like the cars", determined what the man was doing. And thus determined no crime was being comitted.
The sherrif was less tactful and just asked why the guy, who was next to a prison area, was out filming. I mean he's filming police cars and the surrounding jail area. You don't do that unless you are either: Very enthousiastic about police cars and jails or planning to break the law. He probably thought the latter was more likely and so he approached with a somewhat negative attitude.
I think these people need something better to do than waste their and the police's time.
People say I hate cops because I criticize them so often. I don't hate cops, I just don't like cops that treat their community like they're all criminals, and or/violate citizens civil rights. The problem is that the ratio of cops in that category compared to those like the captain is so imbalenced. This creates an environment where the cops who uphold their oaths and faithfully serve are punished punitively when they try to correct their colleagues.

These sheriff’s deputies should be put on leave without pay for two weeks, all promotions rescinded, and they should go through the next rookie academy to be reminded of the limitations of their authority and their status as public servants whose authority begins when a law is broken.
They are dangerous tyrants who have a warped perspective of their scope of authority.
If these penalties were imposed a few times, word would spread quickly throughout the law enforcement community, and the quality of law enforcement and the respect of officers and deputies for the safety and privacy and rights of citizens would be greatly improved.
They feel like they can do whatever they want, and this is dangerous to every person involved.

Be careful most TWIC facilities such as; industrial manufacturing plants and power plants are federally protected from filming due to the high level of security the facility is required to maintain by the federal government. TWIC is a security program that's part of the TSA and allows security clearance for industrial workers. An easy way to determine a TWIC facility is a port or dock. If the facility recieves ship access for loading or unloading material it is a TWIC facility. Do not film on any property owned by that facility such as parking lots or even the grass near it's fence lines, even the water near the dock is usually federally protected for a certain distance.
