What you don't understand is that police come in predisposed to Despotism and authoritarianism. You can not take a freedom loving citizen and change that mindset with six months of training . A thousand hours, specifically of de-escalation training?! Maybe I misunderstood and you were giving the total number of hours in general training that recruits have before they become officers. The vast majority of law enforcement departments in the US offer NO de escalation training. Thirty-four states have no requirement for officer de escalation training. In fact there is a group of police educators that believe de escalation training puts officers at increased risk of harm. Milwaukee works with a company called Vistelar for "Non-escalation/De-escalation" courses. Vistelar only offers a 4-5 hour course to Milwaukee's PD officers for de escalation training. Considering that of the law enforcement officers that do receive de-escalation training in this country the average amount of time is only one hour each year, if it's continued training. Ironically the number one reason given for why PD's don't offer the training is money. Courses can range from $10,000 to $200,000 annually and those numbers are considerably less than settlements that taxpayers are forced to pay out when officers fail to de-escalate and Rights are violated and/or injuries are sustained.
It's important that every citizen follow up with civil suits and reject all settlements outside of court. Real changes will only come with legally proven wrongdoing and officially imposed sanctions.

I laughed my ass off when he said this - cop gets in his face (supposedly to prevent Mr. Brown from fleeing the scene), flexes his authority barking orders and initiating contact, then goes out of his way to try to make the individual look like an idiot for not taking the bait and lashing out over his ludicrous questions. To answer your question, Mr. Brown: NO. He most assuredly is not capable of performing his duties with or without assistance, and should be relieved of them.
A real reason is it is for the hours. When they call another cop in, he can now document what he did with his time for the day. Another good example is how many cops come to a murder, arson, or violent situation. The other officers then can get overtime, or document that they are on a call and although we know they arent doing anything . On paper it shows they are working
Before this encounter, the officer did this to hundreds of others and got away with it. This was years and years of learned experience by the officer. Should have been sued hundreds of times.
Your right. It is now pretty much standard operating procedure for the majority of most of the Police departments that are not legally challenged by lawsuit.
@@jdolbi02 you need only to start reviewing dash cam and officer cam footage across the country for traffic stops and encounters. There are endless examples of erroneous enforcement activities outside of and in violation of an officers authority. It's an epidemic and gives a bad name to law enforcement officers that do act within their authority and adhere to constitutional law the same. I take it your in law Enforcement?? There is an issue with feigned probable cause. A dirty piece of the poisonous fruit doctrine. The hope that one thing may lead to something bigger during an encounter/investigation. @@jdolbi02 I also wanted to say that the police officers in the cities have it the worst. @@ms.g-j8524 I'm sure they do read them the problem is most officers can't see past their ego. Even the ones who just do their job will defend this guys attitude making them just as corrupt. As far as police see it we are the problem we should not react to their bias or escalation if you don't say yes sir no sir you become the enemy. So now you've got a police force that see their community more so as an occupying enemy in their jurisdiction in their mind this outlook justifies any means they employ to fight that force.
After seeing this same attitude so often it almost makes me wish the people were as dangerous as police imply we are. The fact of the matter if we were as dangerous as they imply running around shooting at police they wouldn't be so comfortable violating our rights. I bet if they had to worry about catching a bullet every time they want to pretend play soldier it wouldn't be so much fun anymore.

@Mike Morbuk It's getting harder to defend police these days. The majority seem to have either been bullied or bullies (more likely) as a child.

To answer your question, Mr. Brown:

Probably just glad for the opportunity to give an innocent black man an old school ass whooping.
Should have been sued hundreds of times.
...and might yet, depending on the outcome of this lawsuit.
Your right. It is now pretty much standard operating procedure for the majority of most of the Police departments that are not legally challenged by lawsuit.
Should have been arrested
@@jdolbi02 you need only to start reviewing dash cam and officer cam footage across the country for traffic stops and encounters. There are endless examples of erroneous enforcement activities outside of and in violation of an officers authority. There’s truth in your opinion, however, the moment that becomes statute/law, the official pay/wage of all officers my be increased dramatically. Not because it gives them more power to make these stupid decisions, but instead to give more incentive for those who must work in these areas. Following a statue like this, thousands of officers would be fined and more would quit, purely because everyone’s human. While these seem to be like minimal changes and would make the world better, the details of said statute would be have to be so specific and purposeful just to be recognised as “fair” or “constitutional”

UPDATE: Brown settled for 750k which he then donated to his charity for community outreach. The settlement also included changes to the police departments policy’s and procedures. One officer was fired for some racist tweets following this encounter and the others were suspended. Ultimately the “city” was named at fault and not the officers. Brown hopes the changes in policy will help keep others safe from these kinds of encounters.
