The reason why they're so rare is actually pretty cool! It's a 1/1200 chance, because 1200 is approximately the number of axolotls left in the wild, since they're endangered! Also this color is the rare one because all the other axolotl colors are based off of actual color patterns they can have irl, while the blue axolotl is colored after mudkip, the pokemon!
