The Holy Grail is the one who seal memories, that's why no one can remember another HGW. But our servants aren't summoned by a Grial System, that's why they come to Chaldea whith their memories.

They play fast and loose with that rule. Sometimes they do sometimes they dont.
Same thing with Saber. She remembered the events of Fate/Zero during Fate/Stay Night.
