You are right. When I look at my life, how I use to fall back into sin every single day and how I day I finally surrendered my life to Jesus Christ, never looking back; I have a feeling that day has been predestined.
We are made for God's pleasure . God could make a billion people for example to fully obey him and follow him but that is not what God desires . He wants people to freely choose him to inhabit his kingdom . An earthly stupid example would be that we are the special forces for God . Only a select few make the cut . We all have a chance to pass the tests but only a few have the passion and desire to stay the course . The rest are cast aside and are not fit to enter a holy kingdom . So wether you like it or disagree with it those are the rules to enter a Godly kingdom . Will you pass this earthly test ?
There's no logical way to explain why god creates people, knowing they will go to hell. Why create a person to be tortured for eternity. That's not benevolence its malevolence

I believe it's not predestined. It's more like we have a set of probable future, and the moment we made some important choices, it sets our future. So it's more like a story with a branched ending. That's why we need to surrender to Him, so that our choices are the ones He picked for us, not the choices picked by our own limited understanding.

This is why God created covenants with OT prophets. He easily could have ended civilization but kept it going through Noah despite the fall.

God doesn't predestined anyone to hell. But knows many will choose it cause they do not call out to him to reveal himself.
