Dilute with water. The stuff you get at Wal-Mart and other stores is pre-diluted. The permethrin you get from the feed stores and coop has the proper mixing instructions for that particular brand.
I had a thought on controlling adults: Take a small bottle of compressed co2 or a yeast reactor and have it flowing slowly through a vinyl tubing with needle holes poked in it with a cork on the end and wrap that in a cloth soaked in Permethrin. Then just leave that in the grass on some butcher paper so you can see if there are any dead ticks around it after a week or so. Ticks are attracted to co2 so theoretically it should work. I'm going to try it out the next time I go out shooting. So far here in Minnesota the ticks have been really bad almost to the point where I don't even want to go out in the woods.
Is the permethrin safe? I read that "it can harm beneficial insects including honey bees, and aquatic life" and is a carcinogen. I don't want this stuff to end up in my well or my roaming cats. Is there an alternative? Have found several ticks on our cats already here in VT.
Go to your vet and get the edible tick preventative for cats - the vet will have the best stuff that should kill the tick upon it latching on to your animals.
Really bad for cats. They say Cedar oil is a good alternative but expensive and needs to be re-applied often. Also, build a Possum box. Possums love eating ticks!

Ticks are already active in my area. Is it too late to do this? We were out for a short time on a walk today and were covered quickly.
Will the insecticide harm the mice? Will it harm the animals that eat the mice? (Foxes, hawks, cats, etc.)

Edibles won't stop your cat from consuming a mouse that's covered in this stuff.
