Pretty sure it's that the rocket gets deflected into where you aim your crosshair, so if your crosshair's on your teammate, the rocket flies in your teammate's direction (Could be wrong tho I dunno)
if I had to guess it's actually the teleporter's fault. Either way, it very transparently tries to redirect all projectiles towards "the point you are looking at" - it probably just doesn't tell the difference between enemies and allies there's also the problem of latency - projectiles are serverside but the aim might be clientside and can be affected by packet loss and shit
