do we need to download the files only open them? because my teacher asks us to download we cannot edit her files.But why when I opened from teams, it gives me to edit even though I didn't get my teacher's permission :')

Unfortunately, I don't think this works unless you have the Enterprise version of MS apps.
windows: I still don't have this function and I have the latest version of teams
Can this setting be changed at the tenant level so an admin can change it for all staff?
i dont have a files category under my general settings... i checked for updates but there are none
Have to have an E3 or E5 license to get this to work. Frustrating lock down on this feature

Feature appears to be locked behind an OfficeProPlus license. I don't have this feature available on any install of OfficeBusinessRetail.
