First off, not including Pathfinder: Wrath of the Righteous is an absurd omission. Pillars of Eternity 1 & 2 deserve shoutouts, too. Second, I would give so many things to get a remake, or sequel, to Freedom Force & Freedom Force vs. The Third Reich. Both games were lightning in a bottle & it’s truly sad that they’ve not done anything with that franchise in almost 20 years!
As a long time Turn Based Rpg fan I recommend two more semi-recent games I really enjoyed - Children of Zodiarcs and Fell Seal: Arbiter's Mark. Also an older GBA game Onimusha Tactics is one of my favourites.
A recommendation is Reverse Collapse Code Name Bakery, dont let the name fool you, that game will push your decision making and available tools usage to the extremes

On the other hand do you know that Three Houses have one of the poorest map design of Fire Emblem franchise and also has some of the worst balance ? He can't be a top 1 FE when we're talking about tactical. It's still a good game but his success is mostly due to characters and Persona fan wanting it to be Persona. FE4 or FE5 for older games and Path of Radiance/Radiant Dawn deserves more. Better balance, better difficulties (except FE5 which is more a "purist" game, kind of hard to recommand) and most of all better map design who tell story when you're playing. In comparison maps of 3H tells nothing, you have to wait in between chapters. It's tell don't show. I would probably put 3H in a top 25 too, but less higher has it's an average tactical and other FE games. Or Kaga's game tbh Vestaria Saga for exemple is amazing too ! Unicorn Overlord is disappointing imo. Bad level design, too easy, no balance (flyer = easywin), system not well implemented. It's still fun to play but probably the biggest tactical mess of this top. I have to play Shining Force one day... I failed to install it last time, but it seems cool !

Utawarerumono is an amazing franchise but they are probably the worst "tacticals" I"ve ever played. Maps, balance, difficulties everything feels so wrong. Amazing story tho. I agree for DS and TS they could have been here, but there is a lot of interesting trpg. I probably would have swap Triangle with Unicorn which is a tactical mess !
Have almost all games from list atleast PC games and I can say that did not expected much from W40k Rogue trader much even if I have all Owlcat games. But it was my biggest errors because game just super addictive even not for w40k fan like me, JA3 is great too, finally, after so much games in this universe. About Heroes of Might and magic, in my opinion, 4 was far better than 3 in all aspects.
It's already been commented, but it's a crime you missed Pathfinder: Wrath of the Righteous. The story is such a big selling point most people are unaware of how deep the Pathfinder System is. Even outside higher difficulties this game is quite challenging if you don't know what you're doing. With that said, there's another game you missed, but not knowing/forgetting it is quite more forgivable: *Der Langrisser.* This game is a gem; I seriously recommend finding a SNES emulator and an English Patched ROM (still quite possible to find despite how old the game is cdromance) *not only because the original is beautiful but also because the remake is so terrible it became my life mission to prevent any other human being from ever laying their eyes upon such a heinous miscreation.* Anyway, thanks for the great content, some of your suggestions really fit my tastes.

I can say that the second part is an absolute classic that lives to this day, the third part is something more like echoes of that classic mixed with XCOM, of course I would recommend playing the second part, if you are not afraid to face certain technical problems, because it is difficult to run the game on modern systems, but there is a Stracciatella mod that completely preserves the classics and allows you to work on new systems, of course the game reveals itself completely with mods, but it takes time to figure out how you want to see the game, if you do not want to steam play the third part, although it is a completely different game, it is not bad, it is quite good in modern realities, but it loses to its classic version, in relation to the first part, it is more for fans of very old games, but for its time it was very cool )

Decent list, but I'd add SMT: Devil Survivor (both!), Utawarerumono, Triangle Strategy. All superb titles.

I play wotr with real time with pause mostly, so i didn't feel the tactical/strategy aspect of it really that high. A fantastic RPG though.
