It is a portable band saw with the handle removed, bolted to a metal post, and anchored to the concrete.
AliExpress for contact wheels. Get bored for 6202 bearings not installed. I'll try and get you the link for the bearings. 70 dollar 10 inch wheel runs perfect. Alot of Other guys run them also
