It's important to know that there are lots of treaties we don't sign - and rightly so. In the US a treaty is given the force of constitutional law, the highest form of law we have. In other countries it's basically a gentleman's agreement and those countries can and do violate these treaties all the time without reprecussion. It makes no sense for us to sign a treaty and give the firmest possible commitment while others have no real commitment at all. We can respect the terms of a treaty to the extent that it makes sense (as we do with a great many of these treaties) without signing it.

Everything I've heard about this type of mining sounds like it is incredibly damaging to the ocean and even after many years it doesn't recover.
Can you give the name of any papers etc. that explain how these lumps of metal generate substantial amounts of oxygen? That seems very unlikely. The biggest risk seems to be the damage caused by recovering them, stirring up huge amounts of sediment etc that is almost certain to kill many living things.
