I have been looking for answers on this and have reached out to some of my industry friends but as of yet no answer. The pan and rotate is for the procedural maps. The best solution is to line up how you want the map to be applied in the UV program you use. Put the texture in the program an get all the details set up (tiling and uvs) . Then when you bring it in it will be simple. Sorry there isn't a better answer. Let me know if you need a video for it.
Sorry, for the late response. I am super busy, this is just a thing I do for fun. (Not monetized) That said, I seam to remember someone having this problem before, I will look into it asap. If you figure it out please post it here to help others ;)

Quick question, do you know how to pan the alpha? I get it scaled correctly but then its never in the centre of the intended area, any ideas?
i get stretching at the bottom of my cylinder even though the uvs are good when i switch to uv in noisemaker
