How Authorities in Los Angeles use Sanitation Sweeps to Criminalize Unhoused People
Вставка

- The Los Angeles city government has pursued a cruel, expensive, and ineffective policy of criminalizing people’s unhoused status, through arrests, tickets and property destruction, Human Rights Watch said in a report released today. On June 28, 2024, the US Supreme Court ruled that enforcing laws criminalizing unhoused people, even in the absence of available shelter was constitutional, risking increased use of the tactic in Los Angeles and across the country.
The report, “’You have to move!’ The cruel and ineffective criminalization of unhoused people in Los Angeles,” documents the experiences of people living on the streets of Los Angeles, in vehicles, in temporary shelters, and in parks, as they struggle to survive, while facing criminalization and governmental failures to prioritize eviction prevention or access to permanent housing. Law enforcement and sanitation “sweeps” force unhoused people out of public view, often wasting resources on temporary shelter and punishment that do not address the underlying needs. Tens of thousands of people are living in the streets of Los Angeles; death rates among the unhoused have skyrocketed.

@@rosaspanjol673 Thanks for lumping the medically marginalized together with the "normal" people who lost what they had due to neoconservative austerity measures, but how long did you watch someone defecating for, assuming your eyes are all that remember? Sounds more like a fetish you have than a criticism.
Well instead of giving all the illegal immigrants a free ride how about spending the money on dealing with these people. They are now planning on giving these illegals a $150,00, taxpayer backed loan for a home. WTF is up with that? They allow their own citizens to rot on the streets but give all benefits to immigrants.
Did you watch the video? The solution is in the video. Some homeless people in the video made it to affordable housing after YEARS of waiting & being homeless. Once they got into stable affordable housing, they were able to put their lives back together & even get jobs & contribute.
The solution is to build more affordable housing & supportive housing. Stop spending millions on expensive criminalization & hotels, & invest in building longterm affordable housing.
And that's the problem as you are doing just fine with your life, but you never know, one day you yourself may be in the same situation as them. They do what they do because of their situation and circumstances. There is a reason behind it all , as it has been going on for Decades since Ronald Reagan, Presidency, and has gotten worse, with Drugs, Mental Illnesses, and Criminality, Etc. BUT AMERICA JUST WON'T ADDRESS IT AND HAS ALLOWED IT TO GET WORSE AND WORSE. HERE COMES GENTRIFICATION AND CORPORATE GREED BUYING OUT HOMES AND COMMUNITIES FOR THERE GREED FOR WEALTH.
It's not fair.....Til there in your backyard.🎉😢😅😅
You meant “they’re”.
These are Americans..there should be a positive solution instead of giving American tax dollars to house and feed the filthy immigrants crossing from the Mexican border illegally. They get driver licenses, free food, free healthcare, free rooms at hotels and apartments, free education and even free gender surgery. Disgusting !
I live in LA and i feel the worst part of all this is the drug addicts on the trains getting high and over dosing infront of kids , let alone when they start harassing everyone
California has shelters, treatment and other programs but these people don’t want the help. The First Lady has like 3 adults with her.Imagine if they all worked and got a place together. Most of those that don’t get help are criminals, mentally ill or plain stubborn.Homelessness can happen to anyone but when there’s resources and help people must take it.

Yes, absolutely 💯 supportive of sweeps, yet they should be offered shelter. They should be disrupted. Quit enabling and excusing people to fester and die on sidewalks. That's criminal.
As someone who manages maintenance in SoCal parks, I can say sanitation is a real issue. Feces, urine, syringes, fetnyl foil, used condoms all over the place.
Looking forward to seeing interviews of homeless folks who once supported anti-homeless policies before they lost their home 😅😂
I know a homeless lady who was offered a temporary tiny home. She turned down the offer when they told her she couldn't let her grandkids come over or any friends over for a movie and snacks. She just told them she knows enough people on the community that she can keep couch surfing from. And, no food at all allowed in the tiny home and to drink water only.
@@user-ns1sv9ux6y slavery
Where the fuck did this take place?
@vivalaleta California fortunately she knows a lot of people in the community she can couch surfing with. No food allowed or drinks. Only water in the unit. She was working and paying rent. Then the medicine she was prescribed gave her grandkids mal seizures. She lost her job. I've known her 30 years, she's always welcome with me and others in the community.
@@user-ns1sv9ux6y Okay. Still weird she was offered a "house" with such limitations.
OK, that's her choice. I understand the reason for the tiny home's policy. If she doesn't want to abide by their policies, others will. I heard that most tiny home communities are full and have a long waiting list. But her reasoning doesn't make sense to me since she's homeless, her grandkids wouldn't come to visit her while she was living in a homeless encampment or while surfing on someone's couch, so that sounds like an excuse.

What's cruel is thinking that you know best for other people while ignoring the denial of housing as a human right in this country.
In shelters or get themselves into programs.
I've seen many videos of these sweeps in L.A. city. The city sends homeless outreach representatives to these camps along with the sanitation crews. They give the homeless options of shelters or other housing to go to, but only a few take the offer, and the rest choose to remain on the streets.
Most of them are drug addicts not just "poor people".. get your facts straight
Prove It!
We are talking about "tent city" They are ALL drug addicts! Not my opinion but a fact!
Sadly, nowadays street homeless are fentanyl and Tranq addicts, and they will not live much longer. Maybe two or three years more, and they are sadly the lost cause. Fentanyl and Tranq horse tranquilizer destroy humans mentally and physically beyond the point of repair very quickly.
Safe clean streets for tax payers and their children
These "sweeps" remind me of the opening scene to "Soylent Green".
🎯🎯🎯
Regular citizens have to protect themselves from homeless people they are not supposed to be doing what their doing in those tents
The same NIMBY people complaining about "those people" (homelessness people) also refuse to pay a living wage to low income workers. You want fewer homeless people? Pay your McDonalds server $30/hr. Pay your landscaper $50/hr. Pay your waitress or cleaning person $50/hr. But let me guess, you don't want to pay a living wage to people.
You want fewer homeless people? Then pressure your politicians & neighbours to support more affordable/supportive housing builds. But let me guess, you don't want "those people" living in apartment buildings next door to you either.
You don't want to look at it? FIX IT
Keep in mind that those of us who are housed have made the Responsibilities of Adult Living our main priority in life. My Mother was a Paranoid Schizophrenic and my Father was an Often Absent Alcoholic. We grew up in Abject Poverty and at age 18 I joined the Military for 4 years during the Vietnam War Era followed by Community College with a little help from the GI Bill, ($165/mo). We've worked 60-80 hours a week for Decades and always put Responsibilities in front of Needs or Desires. I don't see the Homeless looking at a week as having 168 hours in it and thinking how many hours can they work (60-80) and still attend night school.
These encampments are dangerous, and unsafe. I worked for a organization that helped the unhoused..... most don't want housing. They don't want the responsibility, or want to stop taking drugs and many are mentally ill. Sadly, people are living pay check to pay check, one catastrophe away from being homeless.
Unhoused folks DO want housing, they don't want sub-par shelters with rules and requirements and safety issues because...who of us would.
Exactly. The ones who want help get it.They need the institutions back for the mentally ill.
I'm not a drug addict I pay my rent and my bills on time I have a job and I'm going to be homeless because I'm being priced out of housing where I live the housing is gone up so much that the jobs we have out here isn't enough to pay for it I did my best but I'm losing..
I'm surprised the first lady interviewed didn't just set up housekeeping in the laundromat. They could still pay the water and electric bills, as those companies really don't care who pays the bill as long as it's paid. Source: I've actually done this, paid the water bill where I work and was repaid by my boss later.
And if they'd lived neatly and cleanly in there, if anyone asked anything the lady could say she's the manager and watching the place until the owner comes back. Source: This is how I live rent-free in the Bay Area. I'm super neat and clean and organized, don't smoke, no pets, and I just live in the shop and if anyone asks, "It's because of covid" haha.
I get around by bike but even if I had a car, no problem. There are cars parked all over the parking lot here, some never move, some come and go, and there's an RV parked up at the end. No problems because everyone's neat and clean.
The people getting swept are the people who can't seem to live without piling up trash. Even Oscar The Grouch kept his trash collection inside his trash can, not out on the street.
The laundromat was closed by the owner. She couldn't afford to pay the rent on her own home let alone a laundromat.
Reagan started this mess, way back, when he closed the mental institutions.
That's because ppl were finding out freemason gaslighting was causing the illness...you can't look it up, like alot of knowledge, it must be gleaned..ty for your wisdom about Reagan. 6 6 6 , Ronald Wilson Reagan....😮❤
Not that simple. Mental institution closure was handled poorly but at the same time many mental institutions were abusing their patients. Also it’s a myth that all or most unhoused people are unhoused because of mental illness. They’re primarily unhoused because of uncaring and inhumane policies around homelessness.
Paying mortgage is a false sense of security but. Miss payments end end up homeless😅
Unfortunately, that level of danger and harassment that regular civilians experience on a daily basis from unhoused people has made the city almost unlivable. There must be an incentive for people to get clean and off the streets to accept the resources that are readily available for them, and sometimes that incentive must be negative reinforcement. my dad is a public health administrator in Philadelphia but the level of crime and honestly, demonic activity on the streets of Los Angeles by Addicts is unlike anything I’ve ever seen
But, let’s be real ,some of this people do commit crimes, yes they do! ..and some have mental problems and drug problems, unfortunately 😢… Let’s be real, very real….. we do have
A real ,real problem 😞😞

Their parents might have been abusive towards them.
Their parents might have been narcissistic, or sociopaths or psychopaths, or alcoholics.
Tiny homes are excellent temporary shelters. The city needs to ramp up the construction of these dwellings.
Small homes can be constructed with different floor plans that offer temporary shelter to individuals and families
When will you stop being addicted to the streets??

Not to make it sound worse, but about 7-8 years ago when I was in Chico, California. The county was given grants to stimulate and assist the behavioral health and homeless populations. There were many homeless folks that were staying at the Torres Shelter and the OLD Jesus center and Sabbath house. Through the local unemployment agency the Parks and Recreation hired the homeless people staying in the shelters to clean up the homeless encampment. They got a bag also to grab and keep anything they might feel cool 😎 to take and trash the rest in the dumpster. The real issue really was the jobs were only like a seasonal thing many I knew were making some money to party and ended back on dope or just paid to harrass someone worse off than themselves. THE rivalries that were occurring caused an increase in activity that resulted in a murder in the alley next to the OLD Jesus center and a gun shooting near the soccer fields of the 20th street park. 😳 the town became a haven for transients from other towns, and states. Not mocking any of the charible programs either. People that don't have much to live for freak out sometimes... they need to be cautious and considerate😮
While the city of Chico decided to not do a 10,000 prescribed burn which ended up costing them at least 400 million dollars of damage in the Park fire and most of their residents their homes, making them homeless. So maybe instead of officials using their city and county money to persecute the homeless and make their life even more miserable, they could of used that money to prevent their city from burning down to the ground and making more of their residents homeless.
That's the problem with providing resources to help the homeless, not only does it keep the homeless in the area but it attracts other homeless, and other cities and states start sending their homeless there. That is what happened to L.A.'s Skidrow (and then spread throughout L.A. city), and to a lesser degree, Santa Monica.
You house them then hypocrites
She has the ladder IN HER HAND, why on EARTH is there a discussion STILL about whether to throw it away?????????

And it needs to be in an unpopulated area so that there will be no residents or businesses for them to victimize.
People who go to or live in tent city are there to get high, PERIOD! ALL OF THEM. I know, I lived it!
Is temporary housing being offered when they remove their belongings? They need a plan.
Also requiring mandated rehabilitation will help a lot of people get off the streets.

Los Angeles has over 1 million illegals but only 60,000 homeless. Even if we assume 5 illegals per residence, that's still 200,000 residences that would be available for homeless and low-income Americans. So if we deported all the illegals, not only would we be able to house everyone, but rents would also fall for everyone too! That being said, this story's angle is all from the homeless perspective. And the average illegal is probably better behaved than the average homeless. Housed residents, including low-income residents, like sweeps because sweeps protect the public right-of-way.
