What really makes this scene so moving is all of the firsts in it. It's the first and last time we see Layton in love. It's also the first time we see him truly angry. More than anything, it's the first time we see him cry, and the first time we ever see him remove his hat. Most of these things only happened that one time. It just shows how important Claire was to him, that losing her made him lose a part of himself, and he lost a lot of what made him, well, him. But the fact that these things never happen again also show that he has accepted the future for what it is, and he has seen what dwelling on the past can cause. Overall, best and most moving song of the series. I love it.

Loads of people just died, a huge section of the city is just GONE, we failed to completely avert what is presumably the biggest terrorist event ever seen (though we at least did stop it before it killed a million more). A young man's (Clive's) tragic life has resulted in more tragedy for him and others and there's no going back now, and he has to come to terms with what he's done. A woman (Claire) knows she's about to die in a horrible explosion and there's nothing she can do about it. She's accepted it. She's accepted that she has to die, and she chooses to say a heartfelt farewell, then walk away from her love in her last moments, to spare him the vision of her disappearing into death. A normally levelheaded and composed man (Hershel) finally breaks down in yelling and tears and begging because he doesn't want to re-live one of the most traumatic events of his life and lose the woman he loves all over again (when he had JUST comes to terms with the fact that she was alive). He had just dealt with an entire city that seemed to hate him and had seriously wrestled with the concept that he was capable of mass murder/crime and could be straight up evil in the future, even to his former closest friends. He was prepared to fight his future self. And the worst part is that the villains (Dmitri, Clive, etc.) knew how to emotionally manipulate Hershel into believing this (or at least accepting it as a possibility), because they also had firsthand experience with the event that supposedly caused future Layton's descent into crime in the first place. They knew about Claire and how it was possibly the only reasonable explanation of something that could truly send him over the edge. Dmitri was also led astray into unknowingly participating in Clive's greater destructive scheme through emotional manipulation and such. In the end, he loses everything as well. Hershel had not been to truly avert Clive's emotional spiral into madness and save his life in the way that Clive had secretly hoped of him. It was almost too late by that point, but the one person who got through to him was Claire, who had literally DIED from the same event that traumatized him and started his villain arc. The scientist-turned-politician (Hawks) who set off and perpetuated this chain of events gets zero consequences and continues to be a scumbag with no signs of remorse whatsoever. Claire leaves/dies and Hershel is just finally broken. He's competently dealt with so much over the course of the trilogy (and even more when you count the prequels) and this is just... a lot. The hat comes off for the first time ever, which is an incredible emotional payoff and pretty symbolic. Right now, he's not the composed gentleman he's always tried to be (and we know Claire really reinforced those values in him), he's just a man trying not to completely fall apart. In the face of all this, the post credits scene where we see Hershel simply drink a cup of tea and look out the window is amazing. He is at least coping and seemingly healing, which is more than one could truly expect in a situation like this.
