Every time I drive through downtown all I see is homeless people walking around pushing shopping carts. I won't go there to shop anymore.

Coming from Seattle I would be careful in allowing the homeless to sleep on the streets. I will only get worse if you allow it. Most of the homeless in Seattle are drug users. I would gander that it is the same in JC

Take it from someone that lives in Southern CA. GET A GRIP ON THIS ASAP. My Home town of huntington beach has been over run by homeless becuse of the state coming down on the city doing its policing by being tough on these people and driving them out. The only solution is being hard on them so they either they change their ways or make it more desirable to move on somewhere els. That's how our city had great success for decades until the state tied our hands. Make the grass greener els where or take the help and change.
