The thing is it does get the move, just that it suffers from 4 Move slot Syndrome.

Adaptability Hyper Beam with Life Orb, and Tera Normal/Nasty Plot can scare even max HP max SpDef Blissey iirc (but almost everyone runs max HP max Def)
And you can chip it with rocks, spikes, and maybe another attack before firing off the nuke if your opponent doesn't expect it
Clodsire is another story tho, but Ice Beam should do respectable damage coming from that SpA stat

What was the point of putting hyper beam Porygon-Z, on the title? You used hyper beam once into protect. Try attack was used more, and Porygon-Z, wasn't even a secret tramp card. Every pokemon aside from Kingabit did equally well, there was nothing Porygon-Z, did that separate him from the others in terms of value.
