"Peg" or "lock it out" means to modify the distributor so that it no longer uses the weights and springs to advance the ignition timing. The distributor cap is "locked" in one position to the shaft so that it still spins but no longer is able to use the mechanical advance. You adjust the timing manually with a timing light at idle and that's all the timing advance the engine will get, no additional mechanical timing.
