So Lizzie probably couldn't compel that girl cause she might've been a vampire. I wish Hope could sense vampires. Remember back in TVD, Jules could sniff out vampires. Hope being from an enhanced werewolf bloodline should be able to do it too, but I guess she didn't bother to learn to distinguish a vampire scent from a human one.

Heretics are no different than hybrids in the idea that they’re only part vampire. Plus Caroline was told to stay in the house by them or to not leave or whatever, and she ran out with Matt. If she was actually compelled she’d have said something to the group.
