I'd think it would be describe as the wild land urban interface, nothing urban about this location.. The question shouldn't be can't afford to can't afford to make an existing home more fire resistant; the question should be can one afford *NOT* to make a home more firesistant? I have had rural residence totaled by a tornado. While mu insurance compay paid for the loss quickly. I can tell you, there are lost more costs incurred before being able to move back on your property. I understand everyone's situation isn't the same, but in my experiance many don't consider everything there is to consider.
