Albert himself says that Sil should have killed Tony for killing Ralph (and since he didn't, it is obvious their relationship is much closer), so why would he be off the record with him again?
Part of Sil's job is handling complaints. He's like a HR director for a corporation .

The reason why Tony kept it under wraps is because if people find out he killed in own captain over something as petty as a horse he could have a mutiny on his hand at any minute. Some people say Albert was dumb. I never got that from him. He seemed like a legit serious gangster. He was a big earner too as acting Capo.
He just had an odd quirk of repeating people or maybe thought it was funny. He was obviously modeled after the "Jimmy Two Times" character in Goodfellas.
When Dino pleaded for his life outside the card game and said, “We’re with Ralphie,” I’m surprised Albert didn’t answer back, “You’re with Ralphie,” before he and Chris killed the little bastard.

I always found it fascinating how the "mob milieu" plots like this are almost happening in the background.... maybe I'm just slow, but it took me several rewatches to actually fully pickup with these smaller plot threads involving Tony's mob dealings. The multi-layered storytelling in this show is in a league of its own.
