Yes you can apply but it doesn't mean you will get a scholarship for the program. Very important you need a high topik score for this to probably happen.

You can certainly get into most universities in Korea without IELTS and with a low percentage but you might have to pay half the tuition and also show the embassy you have funds to study in Korea. That's the first easy option but not so easy. You should probably learn Korean language because I see you say 12th class which means you want to do undergraduate. In that case Korean proficiency is more important than IELTS.

That's unfortunate. There's a lot that goes into people not succeeding in a scholarship. Most importantly your essays not showing enough motivation for intended major and not necessarily your gpa.
