Talking about learning Japanese at cultural centre isn't any proof that you are fluent in the language, fluency is proving by providing a topik test report so this isn't going to help you in anyway on your SOP. Yes you can talk about your motivation for a particular major in any university but be skilful about it so as to sound convincing and really motivated for that major. Remember Personal statement is key to getting any scholarship in any country.
If you are applying through embassy track I said you must choose one or two schools for type or or type be. Basically you must choose one university from both tracks. You can't choose only from one track. It's either 2 from track A and one from track B or 2 from track B and one from track A.

You don't need to have any language certificate to apply but you will be on the advantage of you already have the recommended English or Korean certificate. The higher the score the more points you will get which will increase your chances.

Date does not matter for transcripts but your graduation certificate must carry your dates of graduation or month of graduation. Go check out page 16 of the application guideline. Like I always say what we say isn't very important. You should believe more on what is written on the application guideline documents which is why I'm referring you to the application guideline of last year as a reference.
If your documents don't carry your dates and months of graduation, then get another document from your school and know that you must authenticate or apostille it.

Your grades are ok but not the most important. I did talked about not focusing only on your grades but on other things on this video you are commenting on. Note also that the only acceptable English proficiencies are those found on the application guideline document (IELTS etc and also Korean topik test score. I'm pretty sure the video you are commenting on you haven't watch it. There's a video on this channel on documents to prepare for gks I don't think you've watched it. Notarization is for member countries of Hague and authentication is for non Hague member countries. I know this is still going to confused you. Itlf your country is a member of Hague countries you can notarize if not you have to authenticate. The processes are different from country to country. You don't need to convert if your original results from your school are on percentile.
