In this video, we show how we solved the problem of removing one-way security screws from old, unsafe security bars using a Dremel hand saw and metal cutting blades.
I offered to link the blades here, but since there are so many makes and models to choose from, it wouldn't really be helpful.

If the screw is too tight to loosen just grind the head off and nothing will remain to hold the security bars.

Could I use a hacksaw

You can use pliers too I like to use a scraper to remove any paint around the bolt and just use pliers
