High Stakes Action Awaits the Wolf's FATE!

Once the Adestria is docked, head to the back of the city for Elpenor's house. It's very big and opulent compared to the rest of the city. Upon arrival, a conversation will start.
The choices in this conversation won't have long last effects, but you can gather some information on Elpenor's motivations here. Once he asks, "Tell me Misthios, did you learn anything worthwhile in your dealings with the Wolf," the choices you make from then on will lead to the same battle. Elpenor will run, and his lackeys will attempt to kill you. Kill them, or run.
After Elpenor's guards are quelled in one way or another, head into Elpenors house and investigate. Look for these clues:
The note on the table next to the entrance
The note on the table Elpenor was standing at
The right bookshelf at the back of the room
Once all the clues have been found, the quest will be complete.
