If you serrate the 2 discs, put a legth of wood (an arm) on one side of one of the discs, with a rubber band attached to it & fixed to the other side via the hole in the centre. Then wind the arm (like widing a clcok), then let go and the discs (wheels) will move on their own, even climbing objects
