it is 1/2 Food grade vegetable glycerin and 1/2 distilled water mixed together. You can also use just baby oil in place of it but the glitter will fall much faster

I use a regular drill and just go slow not to hit the inside

Looks like uv resin then use a uv light to harden and seal

How water and glycerin did you put in the cup? Another UA-camr put equal parts
one cup glycerin to four cups water
