That's the crazy thing, feels like this one would solve itself! The city could just seize the property as forfeit and then finish developing it and using it as cheap publicly-owned housing.
The LA council is just embarrassed as they should be. But why are they focusing on graffiti on private property vs. graffiti that is covering public property? They should clean up their areas before sending crews to go up and clean up someone else's mess.

They even own Smithfield, the largest pork producer in the world. They were an American company, but I guess everyone has a pricetag and Smithfield did as well.

Where in downtown is this building and why was it abandoned? Why can’t the City use this building to house the un-housed? Make one floor social services offices, make another floor for counseling and mental health services, make another floor into a dining hall/commons like in colleges.

It's hard to convert properties to another use. Another problem is I wonder what the inside looks like. We're only seeing the outside. I have a feeling the damage and vandalism done inside is huge since construction stopped in 2019. It might be so bad the buildings might not even be salvageable.
