I love how Flowey attacks slower and only uses projectiles until about a quarter of his healthbar is gone. It's like he's recovering from the shock and realizing that you have the power to kill him.
I prefer to think that he just stops being serious for a moment thinking that he has everything under control, but starts panicking and throwing everything he has at you when he realizes you are suddenly doing a lot of damage But I like your idea too
