One important clarification is that you can confidently stroll through the streets of Lagos and experience a sense of security. In fact, it's common to witness numerous foreigners engaging in morning walks or runs. Contrary to the often negative portrayal in the media, Nigerians are generally amiable, and the majority of people in Lagos are actively involved in various business pursuits.
Kigali is indeed a spectacular city that shows what can be achieved with proper planning.
But you need to get some facts right. 1. Many Africa cities are very safe.
Dar Es Salaam, Gaborone, Addis Ababa, Windhoek, Port Louis, Banjul, Lusaka etc. You cannot benchmark safety in Africa with the cities that are are considered unsafe e.g Jo'Burg and Lagos.
2. Many cities in Africa have open-top bus tours. Mombasa, Cape Town, Cairo, Casablanca.
Please let's get our facts right before we mislead people who've never visited Africa.
