- Kelly Schultz says her neighbor's new guest house, currently under construction, has been a nightmare as it overlooks her backyard swimming pool. She blames the recently passed Arizona law that allows for the construction of backyard guest houses (casitas) on residential property with little oversight by the city or neighbors.

There’s literally people emptying their pools because they can’t afford them. She needs to go visit a third world country and learn some humility. So let me get this straight. Arizona passed the law to make building that guest home legal. The neighbors are legally building the guest home on their property. The neighbors are following all of the guidelines for building the guest house, and this is newsworthy because this Karen cried and cried, and cried some more? Seriously?

I'm sure they had previously discussed that, but while checking out their neighbor as they were putting the roof on, they had a change of heart. 😏

I'm gonna build what I wanna build on my property. Period. I'm thankful to be on 5 acres and neighbors are far away.
I could see the issue if she didn't already live in a subdivision where the houses are already built so close together.. either add to the wall or if you're broke use wood lattice and some plants to screen the fence line.
This is what I did! & I actually had kids jumping my fence to get into my yard. I sure as hell didn't cry about it. I spent $200 and now have a gorgeous leaf lattice privacy wall that extends 50 ft. Some people truly create their own misery and aren't content unless they are forcing people to live in it with them.
They told her to build a hedge or extend the wall height and she said that comes at a cost like she wants them to pay for it 🤣
She can’t increase the wall height tall enough to make a difference. City codes.
Plants that can survive the weather there would take decades to grow large enough to provide privacy in that location.
This is why we have to pay attention and not just be in our own little world. Like he said it came up for a vote, but because no one cares to go to city meetings or are involved in their community. We get this.

Its hard to get over how ugly it is in Phoenix and Arizona in general. I just don't see how 8 million are living in a barren desert with 110+ degree weather for 5 months and almost zero rain and groundwater.
It gets good rain in the summer and dont let desert fool you, phoenix is very fertile and suppirts a sht load of farming. As for how people live there, A/C

They should at least put the rules regarding windows looking into someone's backyard. Meaning no windows looking into someone's backyard.
There are always two story houses that have windows looking over someone else's backyard.

3’ set-backs are ridiculously close. Do your research before you buy people, which means determining the Zoning and the included setbacks so this doesn’t happen to you. Also FYI, if the Subdivision is formally platted and recorded, set-backs aren’t something that can be changed within a subdivision afterwards, without unanimous Owners consent, and even then it would be extremely difficult. There are “Variances” granted for special exceptions / hardship, surveyor errors, etc. but again, not an easy process, nor guaranteed success.
I think many of these negative comments are coming from people who don't own homes and have no idea how the utilities work. You need a certain amount of land in which to run these lines. If the utility company has ANY lines in that land and have to dig them up, I don't think they could get a small digger in there. Digging things by hand is super expensive and time consuming.
I am pretty sure many of these folks have never purchased a home and dealt with this issue.

We had the same problem here in Goodyear. We also lost our privacy and it was an eye sore. Luckily we were able to sell the home.

Exactly, no "casitas" in my brother's HOA neighborhood but he can still see into his neighbors back yard and down to their pool from the upstairs bedrooms.
They need to change the laws then, allowing walls to be whatever height the homeowner prefers. Planting hedges and trees uses valuable water, and takes years to grow. I’m not against casitas, but both homeowners should get the same protection.
What is up with people policing what someone else should do to with their property?! They could be moving an elderly family member in there to keep them close. Nurse Practitioners make really good money and she’s lived there over 16 years. Maybe it’s time to make a move or extend your fence but complaining to the media isn’t going to help.

California has a somewhat similar new law called Senate Bill 9. It allows a single family home to be split into a duplex. So a home for a family of 3 can turn into a home/duplex for 25.

I can see investing in a house and paying mortgage and now there is rental property built next door and the problems that can come from that. I love how the government's solution to the housing problem is for property owners to build houses in their back yards at their own expense. All this government money for housing and we are expected to build and pay for them ourselves.

The housing "crisis" is precipitated first and foremost by the Fed printing all the money to cover Covid payments for people to stay at home. Printing money always results in inflation. Secondly, Wall St. (here's lookin' at you Blackrock) is buying up houses with unlimited funds at their disposal. So, guess what? A private buyer can't compete. This is happening all over so she needs to get over it. I had my LA house up for sale and my neighbor was in the process of building a 2 story above his garage. So glad I sold just in time. It's their property you have no say so you have choices 1. Get over it 2. put up a taller fence 3. plant some cypress bushes. There's always a solution.
