Nah its on of those europeans ecologic features, the fans only run they need to. Newer models had oversized condensers and variable speed fans to run even less
Its an energy saving feature as they dont need to run non stop to remove the heat...tbh I'm not really a fan of this bcs motors usually draw the most power when starting up...
