I had bought a blue chapter ring for a Seiko 7002. Then I had cut it on the lathe in order to reduce the outside diameter and thickness. I had also cut a little bit the inner diameter in order remove the blue paint and get a white and smoth edge on the inside.

Can you do a colour change on an existing dial like white to black or so.?
Yes, a dial could be repainted, but you will have to re-apply all the index and printings...and it's not a simple process.
