You know, what comes to mind is someone who dreamed of being a Supervillain... but also looked at what would happen if they won, and decided that if they kept losing, they could keep on scheming and doing all the mischief. But if they actually got world domination, they would become the government.

I though of what if the song is just a facade to hide the fact that they actually are alway winning as they actually wanted to be a villain so heroes would rise to save the day and make it so the people are safe as they see it that as long as there is one super villain around there is at least one hero to protect the city and so despite being awful at being a villain they still try and try so that the heroes stay to protect the city he cares about.
