My favorites were Tutrles 2 (NES), Turtles in Time (SNES) and recently, I actually enjoyed Re-Shelled. My cousin got me into Turtles 3 on NES. Also, Rocksteady's battle pattern reminds me of the version of him from the original Turtles arcade game.
I've always had a soft spot for this game, but two things always bugged the crap out of me... 1) Why do all the bosses explode? 2) Why isn't Bebop in this? Besides that, it's definitely a must-have title for any TMNT fan who owns a Genesis.

The reason Konami used the Ultra Games brand was to get around Nintendo's old policy of publishers only being allowed to release so many games per year. While that may sound like a terrible policy, and it is, it was an attempt to regulate the flow of games coming out so there wouldn't be another Video Game Crash, as one of the principal reasons why the Crash happened was because there was no publisher control, and as a result, the market became saturated with games, mostly cobbled together pieces of shit made by hack developers nobody heard about. Kinda like Steam's non-existent quality control, actually.
To answer both questions.... Favorite TMNT game would have to be TMNT 3: The Manhattan Project for NES, with SNES Turtles in Time being a very close second. As for Baxter Stockman, he was in the original TMNT Arcade game, but he used the same strategy as here (mouser deployment). Baxter the Fly was added to the NES port of the Arcade game, replacing the Rocksteady / Bebop dual fight.
To answer Johnny, Turtles in time was the one I would end up going back to whenever I could, which wasn't often admittedly [rentals being harder to find than I'd have liked at the time.]

I grew up on Streets of Rage so I have my favourite beat em up in SoR2, but this is still a cracking game. Edit: However! I hate the Gauntlet. There should be Metalhead instead of Leatherhead, Bebop instead of Rocksteady, and Slash (or Tokka and Rahzar) instead of Tatsu. It was the perfect chance to include the left-out bosses, but they went for recolours. Not terrible, just a bit boring
The Battletoads DOES have the ability to shapeshift their bodies into a wide variety of cartoony objects of death, so I wouldn't rule the fight entirely in the turtles' favor.
If I remember correctly? Each standard attacks deals 1 point of damage with the finished combo deals addition 2 points of damage. Jump kicks deals 2 points of damage and special attacks deal 3 points of damage? And I remember reading up that the turtles, do have an additional effects after reaching certain points of health...but I might have read it wrong on the Wiki.
