What exactly is Akuma becoming in Street Fighter 6?

So we saw the year 1 DLC for Street Fighter 6, and Akuma is there, naturally but... he's looking different. Him looking different game to game is becoming a trend now in fact, so what exactly is happening, is he turning into something else?
