Government budgeting in general. Like my highschool doesn't just get a lump sum of money that it divies out. Each section has its own budget, and if it doesn't use it all, the budget gets cut the next year (since they don't need all of it). shitty thing was that the potential money saved from other sections of the school wouldn't be re-routed to a section that needed more funds, they just straight up lost it. This lead to some weird situations where the smaller shop classes (wood working/mechanics) got brand new tools/supplies every year, while general ed classes (science, math, English) were using 15 year old material, and teachers had to buy stuff out of pocket to make up missing supplies.

I was an ctive duty 11B transitioned to Washington Nat. Guard 19K M1 Abrams tanker in the 1990's. Unit was for the most part professional, but it never ceased to amaze me that some of the tank commanders that have been driving around Yakima Firing Center for their entire 10 to 15 year career still got lost out there every drill. None of the former USAF or Navy we had could land nav worth a shit. On the fun side two tanks I crewed with were all former active duty; one of these tanks I was on had a former active USMC captain and the rest were former Ranger batallion guys - that tank charged headfirst into everything! The all-Navy M1 Abrams took time to get used to all of the Navy ship slang and traditions used on an Army tank - a ship hull number and ship name painted on side, everything was port & starboard, and the saluting and requesting permission to climb aboard the tank??!? lol

Depends on the unit - even for ROTC. I started ROTC but dropped out because I wasn't going to put up with their bullshit. The thing that really got me was when I got written up for being five minutes early to PT because I was just supposed to _know_ that I should be in formation doing PT _ten_ minutes before the time they told me to be there. Mind you, I was _supposed_ to be excused from PT entirely because I was on a varsity team, but it took their clerks more than a month to process that. So they were going to give me demerits and have me report to an officer to explain myself, etc., and I figured I wasn't about to put up with that bullshit for four years so I said "Bye!"
That was the final straw, but it was like that all the way - they were allowed to be incompetent and I was supposed to be able to read their tiny little minds to know what they wanted me to do.

But, doing that can quickly lead to you doing EVERYTHING around the unit because you're the only dependable person they've got. Everyone else will just sham their way out of it.
