Such a strange combination of regret, hatred, and despair in Rameses' voice at the very end. Seems like an appropriate vision of what Hell must actually be like.
Ramses was so convinced of his Godhood that even after seeing two acts of God (the tornado of fire and the parting of the sea) he still tried to follow after Moses to kill his people. It was only when the sea fell on him and his soldiers, and Ramses couldn't stop it did it finally make him understand he's no God at all. He was thrown back to the land that praised him as a God, but now lies in ruins. He's alone, without a family, and without a people whom he let suffer. A potent image of him crying out for Moses, not in anger, but despair. However, Moses can never return to him. Ramses pushed him away forever. No amount of despair from Ramses can ever bring him back to Egypt. He threw his brother away and must live with that knowledge. His dream of a "Better Egypt" was nothing more than an attempt of hubris and pride, following in the footsteps of an equally despicable man who, like him, couldn't accept that there was a power more powerful than him.
The only difference is that Mulan had to fire the cannon to make the mountain move. But all Moses needed to do is to raise the staff in his hand and the sea moved. Doesn't this show how great the power of God is!
It's a matter of perspective really. How some might see it God have gave him another chance. To either live so he could be a better man. Or God wanted to force him to live on so he could watch everything continues to crumble due to his own arrogance.

(Just remember God could’ve easily smited down Pharaoh for the sins of his stubbornness in not freeing Moses’ people sooner, but it was all part of his will; which worked out in the end.)

The red sea closing on the soldiers looks familiar to the scene in Mulan where the snow from the mountain burried the hun army
