Actually this isn't funk. This is still blues. Which is Funk's great great grandfather. The true progenitor of all things, R&B, Hip hop, Rap, Jazz, etc. This is more of the "Light Blue" Improvisational. Uptempo and fun.
It started being written down with classical music. Blues is more of an "it all started" situation with people listening to it on a massive level. Classical music was a luxury of its time, only the most wealthy could listen, and as such the majority of people didn't listen. Blues, on the other hand, started to be something anyone could listen to, and with its widespread exposure came a lot of the styles we take for granted today.

I bought the psp version today. And just defeated this guy. I found him pretty hard and this was on Normal Mode. There were times were I just wasn't able to keep up with the beat. Though this and Twisted Reality (Panpeus's Theme) are my favourite songs so far. I love the bit in the background of this song where you can hear "Yeah, Yeah, Yeah"

So a lot of people have been arguing about what genre this song is, and though I don't know a lot about music genres, I'd like to take a shot at it. As long as we're confined to just one genre label, my best guess would be... R&B? R&B. That is my final answer.
