It should be mentioned that Thrawn's VA is making the transition to live action, so... you know. On the other hand, Tarkin does not need to be put in the 'military mind' bucket. The man, for all that he inspired people to toe the line in the short term created many of the policies that created the most ardent supporters of the rebellion to begin with. He much like far too many of the Imperium's governers and inquisitors, mistakes the very precise use of fear as a tool as the end-all, be-all of making people fall in line, and ended up just like them surprised when that ended up backfiring spectacularly when people got so afraid that they decided that the chance of death rebelling was better than the certain death staying in line appeared to them. Similarly, for all that Thrawn was a tactical genius, he's got a bad habit of trying to expand that to all levels and not realizing that sometimes you need a different tool on the strategic level. As a component of crafting a strategy and tactics, Thrawn is an absolute beast. But he always needs someone holding his leash, to call him back and make him think a little further.
For the next Dudu video i would recommend "I am a Warrior - Sith Juggernauts" it has more Thrawn dialogue or one of my personal favorites and one of the more recent videos "Malgus the Betrayer"
An argument could be made that he was one, according to the narrative structuring of Star Wars. Thrawn had aligned himself with the Galactic Empire, who was in direct opposition with the Rebel Alliance. An alliance that the viewpoint character of the original Star Wars trilogy, had joined up with in order to 'fulfill his destiny'.
