    How do you know the firefighter needs CPR without checking for a pulse?

      He does not respond and you cannot see or hear him breathing. If he does not need cpr he will move or fight against.

      If they're dead... start CPR. If they are or become alive, stop CPR.

      There's a difference between unresponsive and dead.
