Question: why wrap a strap around the ff instead of using the built in inside his coat?
Because when you pull the Drag Rescue Device, you get about 3 feet of slack starting at their neck which makes it impossible to steer them around corners. It's like a leash on a sled. With webbing, you get it tight and low so you can hold them slightly upright dragging beneath them for reduced friction and easy steering. DRD is almost useless except as a last resort.
i don't understand. why would there be a rope bag laying near a downed firefighter?
Why remove the airpack? Firstly that can help with gear removal, and dragging? You can hook on the RIT pack on the downed FF?

FYI: Every firefighter should have a TIC with them.
That is not something that is written anywhere. Should every firefighter also have their own nozzle? Should every firefighter have their own halligan? Their own axe? If a thermal imaging camera is part of your SCBA harness, that would be acceptable, but not every firefighter should have their own handheld TIC.
