Bg enjoyed the single player for TR better than TLOU that's fine but to say it's a more complete game is nonsense.
TLOU had a better story, and the multiplayer was awesome and automatically makes it a more complete game so fuck knows what BG on about.
BG doesn't appreciate stories, he prefers gameplay.
If you ever watched him live stream, whenever cutscenes or non-action elements of a game are happening he almost never pays attention. He's either on twitter, on his phone, talking to Lisa etc. He constantly misses things if it means he has to read or recall what someone in the game was said.
Remember he missed the wind sword in Bloodborne because he didn't read the signs that said the sword was in the room. Also in Dark Souls he gamefaq'd a boss where the specific weapon to defeat him instructions were in the room something along those lines.
He does not know how to focus during these times in a game. So if a game has lots of talking or parts where you need to pay attention to signs or context clues he's mentally unavailable. Thus leading him to call something "boring" but as soon as the action picks up he goes back to being super focused. He has stated in the podcast that he wishes that Uncharted had more hordes of enemies gee I wonder why. credits to @farrellcityking1
Actually The last of us has more gameplay mechanics than tomb raider 2013 the last of us has crafting mechanics like nailbomb,molotov and smoke bomb! Tomb raider doesn't have that until rise and the last of us have multiplayer its just tomb raider is alot action base like uncharted and the last of us is more stealth game!

Naughty Dog abuse of their game's new gimmicks: Uncharted 4 = You slide a lot, Uncharted 3 = A lot of running towards the camera, Uncharted 2 = Well balanced (That's why it's the best), Uncharted = Excessive shootouts, Last of Us = Transporting Ellie, Ladders, wood planks, repetitive puzzles.... It goes on and on.
Games are repetitive by nature, but some devs make them more tolerable with balance and pacing.
