I'm assuming that you already know the answer and the question was rhetorical, but I wanted to talk about drybrush texture pallets for a sec. I don't have one nor ever used one, just for the record. But the idea is that it's a way to remove access paint from a brush without removing moisture, thus resulting in a smoother and less chalky dry brush. Again, I have no personal experience with them, but I understand the concept.

To add on to this: You don't even need to buy any of the fancy texture palettes people are trying to sell you. You can make your own with sand, gravel and left over miniature bits, preferably terrain stuff. Or you can do what I do and just use an old Lego base plate, as those have plenty of texture.

Yes it’s to remove paint without removing too much moisture and eliminate the risk of getting paper towel fibers in your paint. Necessary? Maybe not. Helpful for minimal expense? Absolutely.

People use dry brushing template pallet things because they really don't like getting paper towel fluff in their paint. It makes sense. And since it's just usually gluing some old scrap sprue to a piece of cardboard or something. not unworth doing.

From my understanding it’s so that all of the liquid isn’t absorbed out of the paint as well

Have you tried gloss varnish to restore the shine to metallics that have been dulled by washes etc? Not sure if that actually works. I usually try to paint metallics last, or at least go over them again after washes and varnish are done to boost the shine (if that's what you're after), kinda like reapplying the mid tone after a wash.
