Equalizer? Are you referring to the Enhance feature? This video features Vocaster which benefits from built-in vocal processing, controlled using the Vocaster Hub software shown. Scarlett Solo 3rd Gen doesn't have this feature but you could apply processing of your choice in software, although this wouldn't apply to music from the desktop, such as streaming music.
These are two different applications, but they serve similar purposes. You can absolutely record on an iPad, but the Vocaster Hub program only works on desktop. Therefore, if you would like to configure your Vocaster through the Hub software, this must be done on a Windows computer or Mac, before disconnecting and recording on your iPad.
