Suction pressure completely depends on pump/seal design and pressure rating .. Youmay have tanks with heights above what you have illustrated .. A variety of pumping systems work without overhead tanks (such as boosters ) and may operate undera positive suction pressure from an Up stream facility which you didn't explain about in your video ..
