I would have included Belos and the Core from Amphibia. The reason why not Andreas is because he does have a redemption arc. The Core however was pure evil all the way.

Magica Despell from Ducktales
and since were doing 80s I still say that the Dark King from Rainbow Brite still left a impact on me to this day. To see what he turned the entire world into at the beginning of that series still is shocking to me.
I don't know if he counts but Brain from Pinky and the Brain. He literally tries to take over the world... every episode. XDDD

Dr. Robotnik from Adventures Of Sonic The Hedgehog is also one of the most iconic cartoon villains... And also one of the most memed. 😂

were among the best cartoon villains I had seen as a kid.

Should’ve been the ‘03 shredder smh. That incarnation was more threatening than the ‘87 one.
03 was a nightmare he just came on coming back. He even had a cyber back up

Doofenshmirtz isn't really a bad guy, he's a good guy pretending to be bad. Though he is a good father.

I would argue that Doofenschmirtz isn't really a villain. I feel like he's a nice person with aspirations of villainy.
There are some villains you forgot about like Eric cartman, Master Shake, Bender, Team Rocket, invader Zim, Lord Hater, Gru, Icky Vicky, Mandy, Stewie Griffin
Never heard of any of those, except for Stewie, although he isn’t exactly a villain. Also, if by Bender you mean the one from futurama thats not a villain either.

So I’m guessing villains like Viggo Grimborn from Dragons Race to the edge, Nox from Wakfu, Shendu from Jackie Chan Adventures, and Chase Young, Wuya, and Jack Spicer from Xiaolin Showdown are honorable mentions.
Charges should be brought against whomever decided that the Joker wasn't number one on this list.

No. 4 & 16, it's nice to know the DCU versions of Joker and Darkseid that will replace the DCEU versions will also take heavy inspiration from this animated versions here and the ones from "Young Justice"

Mumm-Ra from the original Thundercats series, especially the first season, was absolutely terrifying.
I feel like the picks themselves were good, but the order was all out of wack.
What about The first two Shredders from the 2003 TMNT?, they were cool and terrifying.
Magneto definitely should’ve been higher on this list. Placing him at #10 is insulting to the very complex character.

Why is Darksied, of all villains, right between Dr. Doof & Dr. Klaw? He’s way more powerful than both of them and has no redeemable qualities, at all.
