Why is having an 808 in a minor not the best?

cuz if u do it in fourth octave it will sound too low and being hard to listen, and if you do 808 at A key in fifth octave it will be to high for hard hitting. but its only for this dark type of beats, however it have no rules to make music, it only basing on your opinion.
