How do you make the neck retract and stay in? Once I extended it, I haven’t been able to figure out how to make it stay retracted in.

I don't think you can keep it retracted.

Retract the neck in and there is a label there that says on, turn to the left at least 2 clicks

No I don't think, or the price will be too much. Go to used sell and find a vintage one !
They are cheap actualy (I paid mine 1 and 2 euros), very good quality, (they are differents good vintage brand, of course stanley made in US/GB/or germany, and many other like speed-drill, facom, spiralux, etc.)
They are easy to clean, repair or restore and becames like news, but far beter quality than modern chinese stuff like this one in the video, with a unoptimize total length for this short pump action lenght.
