They missed their opportunity of another "time paradox" achievement like in CoD4 remastered and MW2 remastered with Shepherd.
There's a reason why Makarov is playable in Multiplayer, however it also raises questions about Soap, knowing that he will be carried over from MWII.
They’ll change his status from active to inactive

@@simonriley6374 Operators in the campaign don't look like the kind that have encountered zombies before. They get worried by Barkov's gas melting people's faces off, if they had met literal zombies before I'm sure everything in the story would be happy rainbow colors for em.

Since multiplayer has its own lore thru MWIII's seasons, I'd say Makarov would die in its final season before Activision pulled its support plug.

I wonder what happens behind the scene, like is he truly invincible? because i saw a shield crack, i also wonder if he despawns after the train covers him so you really just cant even damage him or if he just doesnt give a damn about the semtex and just move on through the door

Naturally because the original title was "Call of Duty 4: Modern Warfare", Activision will want to draw out another title and more dollar dollar bill... Meanwhile fans who've been screaming for YEARS to rewrite the damn story get this heap of shit. Gaz took one to the face in the original, but he's not expendable this time??? or Ghost because he was and will always be an enigma? I expected Price to be the one to go this time and to go out saving soap for once for Christ sake! Nope! You get the old "you killed your friend by not killing your enemy" shit. It would have been better if Soap had confronted Shepard and in the middle of some dumb speech about war getting messy and Soap just sinks one into his head and responds "yeah, that's why they call me Soap...". Soap should have lived and 4 should have been a messy ass World War 3 scale clean up of a game so we can play whiskey hotel again. But whateves...

maybe we wait for modern warfare 4 because they failed the mission of killing him.
This is the lawful virgin reboot Captain Price that needs to ask permission in order to do something partially off task in order to get the job done at the cost of lives while letting problems continue that was in his control (while enemies like Makarov are roaming free around the world and having to clean up his mess wherever he goes and then stop him).
VS
A Rebel Chad OG Captain Price that doesn't need to ask permission to do something partially off task and has the balls to do it with no regret and solves the root of the problem like a man (if people liked him or not for what he did) and prevents further deaths to both innocents and his military comrades he respects (AND doesn't let this type of sh*t slide and avenges his teammate(s) by killing or crippling enemies like Makarov and finish him in a cold-blooded way that is slow but an effectively painful death [like what we've seen how he finishes Makarov in the OG MW3 at the end of the game]).
I have feeling rebooted Price and his team will go rogue to hunt Makarov. Thus, USA will also come after him for killing Shepherd

The whole mission to destroy the barkov gas factory is a rebel operation, the ghost team was founded to kill graves and shadow company (force under a 4 star US commander) the butcher interrogation was highly Illegal, he killed shepard (again a 4 star us general) so you can't say that he doesn't do messed stuff
